Marion County Class Specification BulletinPage of <br />>>> <br />1.Manages and directs countywide human resources functions including: administration, <br />classification and compensation, HRIS, records management, recruitment, retention, <br />diversity, workforce planning, engagement and talent development. <br />2.Manages, oversees, and participates in the development of program goals; assigns <br />work activities, projects and services; monitors work flow; reviews and evaluates <br />performance standards, work methods and procedures; allocates resources. <br />3.Ensures that human resources services follow federal and state statutes, rules and <br />regulations, county policies and collective bargaining agreements; evaluates and <br />responds to requests or complaints from employees. <br />4.Responsible for equity and oversight of the county's classification and compensation <br />program. <br />5.Responsible, leads and/or participates in the development of countywide policies and <br />procedures as they relate to personnel; assesses the priority and impact of proposed <br />policies and procedures, and interprets and communicates these policies to elected <br />officials, department heads, employees, and the community; <br />6.Prepares and communicates detailed data analysis, reports, and recommendations <br />based upon human resource best practices. Provides guidance to executive <br />management to plan and implement strategic personnel decisions in service areas. <br />7.Reviews and analyzes human resources data to identify countywide and department <br />trends, identifies and plans for potential areas of workforce planning and development, <br />facilitates implementation, monitors progress and outcomes. <br />8.Assists county management with employee and labor relations including investigations <br />related to employee discipline and grievances, and the administration of labor <br />contracts; provides information and advice to management and employees regarding <br />personnel policies, practice, and procedures. <br />9.Assists in the Human Resources Department budget preparation and implementation; <br />monitors expenditures and administers the approved budget for the human resources <br />program area. <br />10.Collaborates with the risk and legal teams regarding employee benefits, employment <br />practices liability, and loss prevention related to human capital. <br />11.Prepares and/or reviews various reports, correspondence, and memos; conducts and <br />attends meetings and conferences. <br />12.Performs other duties as assigned. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's degree or master's degree in human resources, public administration, <br />business administration, or a closely related field, from an accredited institution of <br />higher education; AND <br />2.Five (5) years of increasingly responsible experience in human resources management <br />that includes two (2) years of administrative and supervisory responsibility for <br />professional and technical level staff in the public sector; OR <br />3.Any satisfactory combination of work, education, training, or experience relevant to the <br />position, as determined by Marion County. <br />SPECIAL REQUIREMENTS <br />Must possess, or obtain within 30 days of hire, a valid Oregon driver's license.
