Request for Appraisal Review Office Use Only
Logit: -GI - 095
Taxpayer please fill out thls side only
Date: l I 121
Filing Deadline is the first Friday in December
Taken by: — L'al
Please use separate review sheets for each account
Date: 11/30/2021 11"J (1°
Have you appealed to the Board of Property Tax Appeals?: C'Yes G No
Review Requested By(if different than property owner): John Tate, licensed real estate broker
Owner Name: Joseph 1.Eorf Email: )ohnstatepcomcastnet Phone: 503-580-6540
Owner Mailing Address(complete address):
4676 Commercial Street SE,Salem,OR 97302
Street Address of Property for Review: 1815 Fairmount Ave S City: Salem
Map/Taxlot 8: o73W34B810600 Account No.: 573396
Real Market Value Requested:
Land: $123000 Structures: 5750427 Total:
Please provide additional information and documentation supporting your requested value.Attach additional documents if necessary.
When the homeowner received the tax statement for 2021-2022 he was surprised to see that the tax amount had increased over 53,325
from the previous year.In looking into this I found that the Improvements RMV had been raised $231,530 from the previous year and
the Total Assessed Value had increased over$150,000.That's a 20.6%increase from year to year, far exceeding the 3%cap.When I spoke
with the Tax Assessor's appraisal department I waas told the reason for the increase had to do with a number of improvements and
updates to the property. There have been no improvements, updates, repairs, remodeling or other changes since 2004.The person in
the appraisers department told me that inspections of the propertyy to determine any changes in the condition of the property did not
take place annually but typically every several years. It's apparent that no inspections or reviews of this property have not taken place
since 2004,the last year any repairs or updates took place. It feels like the appraiser's department is trying to catch upon value changes
from some years In the past. How else would the RMV rise over$231,500 in one year?We are asking for a review of this file and for a
reduction of the RMV,and thus the Tax Amount,to the 3%cap added onto last year's values. The property has been for sale for over 17
years at 5899,000 and for sale the past 3 years at$850,000 with no offers. We just reently received and accepted an offer for the sales
price of$723,500.This shows the present market value based on an offer from a qualified, ready and able Buyer. Please find attached a
copy of that offer with the Buyer's name redacted,a copy of the current MIS Listing and a copy of the Listing History of this property
since 06/16/2005,along with a copy of the county tax records we used for our calculations. Please consider these factors and allow us to
meet with the Assessor to discuss a resolution of this matter.Thank you.
Please email completed forms to: assessor@co.marion.or.us
You may also print and mail copies of completed forms to:
Marion County Assessor
P.O.Box 14500
Salem,OR 97309
THIS IS NOT AN APPEAL
Please refer to appeal rights included with your tax statement.
To file an appeal please visit:
http://www.co.marion.oros/CO/Pages/bopta.aspx
