Dear Casey, <br /> ADMINISTRATION <br /> It has come to the attention of the Marion County Building <br /> BUILDING Department that a septic system was covered and put into service <br /> INSPECTION without a Certificate of Satisfactory Completion;the system in <br /> question is located at 20267 Butteville Rd NE, Hubbard, OR. On August <br /> EMERGENCY 29, 2022, a major repair permit was issued to replace a failing septic <br /> MANAGEMENT <br /> system serving a 3 bedroom mobile home. On October 4, 2022, a pre- <br /> ENGINEERING cover inspection was requested by CAC Excavation and performed by <br /> Marion County Onsite Septic, with the following corrections required: <br /> ENVIRONMENTAL <br /> SERVICES 1. The drainfield was installed in a different area than shown on <br /> OPERATIONS the approved plot plan. Revisions to the location of the system require <br /> a revised plot plan approved by this office. This requirement was also <br /> PARKS stated in the conditions of approval for the permit, "All work is to <br /> conform to OAR 340, Dvision 71 and 73. Make no changes in system <br /> PLANNING location or specifications without approval by the agent." <br /> SURVEY 2. The first drop box was found to not be level, drop boxes must <br /> be level per OAR 340-071-0220(5)(b). <br /> 3. The first (highest) line installed runs through an apparent <br /> round rock trench in the soil, which is a disturbance to the soil that will <br /> adversely affect the systems functioning per OAR 340-071-220(1)(f). <br /> This section of the line must be replaced to meet the required 8' of <br /> undisturbed earth between trenches per OAR 340-071-0220(7)(a)(E). <br /> 4. The capping fill required by the permit necessitates <br /> scarification,followed by an inspection of the scarification by Marion <br /> County Onsite Septic, followed by cap placement and a final inspection <br /> by Marion County Onsite Septic. <br /> Marion County Onsite Septic performed a site visit on December 1st, <br /> 2022 due to the fact that no further inspections had been requested or <br /> 5155 Silverton Road NE•Salem,OR 97305-3802• www.co.marion.or.us/PW <br /> Printed on recycled paper• Reduce—Reuse—Recycle-Recover <br />
