Summit Loop SE, Turner <br /> Coim Willis <br /> DIRECTOR Dear Ms. Winans, <br /> Brian Nicholas, P.E. <br /> I have reviewed your authorization notice application at the above address. <br /> ADMINISTRATION During my review of the application and site visit on January 11, 2022, I observed <br /> that the existing septic system has had several feet of fill placed over it, and one <br /> BUILDING line runs directly downhill. Fill over a drainfield prevents the proper flow of oxygen <br /> INSPECTION to the microbes that break down sewage in soil, which over time will cause a <br /> drainfield to fail. A drain line running downhill will cause effluent to pool at the end <br /> EMERGENCY of the line and eventually surface. These factors constitute a public health <br /> MANAGEMENT hazard. Additionally, two of the existing lines appear to cross a property line, <br /> which is not permitted without an easement approved by this office and recorded <br /> ENGINEERING with the county clerk. Per OAR 340-071-0205(5)(d) and OAR 340-071-0130(11), <br /> this authorization notice/minor repair permit application cannot be <br /> ENVIRONMENTAL approved and a major repair permit will be required. <br /> SERVICES <br /> Where to go from here: <br /> OPERATIONS In order to proceed with the major repair permit process, test pits will need to be <br /> dug for evaluation by a Marion County Onsite Wastewater Specialist. This <br /> PARKS evaluation will determine the minimum specifications of the repair system. Please <br /> have two test pits dug in an area that meets the setbacks required in the attached <br /> PLANNING table and provide an updated plot plan with their location. Once this has been <br /> received, the evaluation will be completed and minimum requirements for permit <br /> SURVEY issuance will be provided.
