„,I Marion County
=-- OREGON
PUBLIC WORKS
♦
May 21, 2021
(503)588-5036
Marino Vasquez
BOARD OF 856 Blaine St
COMMISSIONERS Woodburn, OR 97071
Kevin Cameron,Chair
Danielle Bethel! RE: Major repair permit application no. 555-21-004633, at 9929 Crosby Rd
corm Willis NE Woodburn, OR 97071
DIRECTOR
Brian Nicholas, P.E. Dear Mr. Vasquez,
ADMINISTRATION Approved Area & System Type
Soil test pits and other site features were evaluated during the site visit on
BUILDING May 17, 2021. Conditions observed during this site evaluation indicate
INSPECTION : that the area around the evaluated test holes is not capable of supporting
EMERGENCY a Standard septic system due to the following limitations:
MANAGEMENT
Temporary groundwater level is too close to the ground surface
ENGINEERING DEQ Rule requirement: Temporary groundwater level cannot come
within 24” of ground surface for a Standard system, within 18" for an
ENVIRONMENTAL Alternative system with a Standard equal distribution drainfield, and
SERVICES within 12" for an Alternative system (on a slope of 12% or less with a
Capping Fill drainfield). "Temporary groundwater" refers to a water
OPERATIONS table that completely dries up during certain times of the year. OAR
PARKS 340-071-O22O(1)(b)(B). Evidence of a temporary water table was
observed at 12 inches below the native surface in test pit#1, and
PLANNING at 0" below the native surface at test pit#2.
Description: Treatment of sewage occurs in the soils around the
SURVEY drainfield area. If groundwater comes in contact with the sewage
before it has been adequately treated in the soils, there are two
concerns: 1) very little treatment occurs in saturated soils — the
presence of air is required for good treatment; and 2) sewage may be
"forced" to the surface where it poses a potential public health
hazard.
Under the conditions observed at the above address, only the area
surrounding pit #1 can be approved for an Alternative Treatment
Technology (ATT) system with a capping fill or gravelless absorption
drainfield. The area surrounding pit#2 cannot be approved for any type of
system, due to the presence of 12" of fill, and a temporary water table at 0"
below the native ground surface.
5155 Silverton Road NE•Salem,OR 97305-3802• www.co.marion.or.us/PW
Printed on recycled paper• Reduce—Reuse—Recycle-Recover
