Marion County <br /> [ 4, <br /> • OREGON <br /> PUBLIC WORKS <br /> (503)588-5036 January 27, 2023 <br /> BOARD OF <br /> COMMISSIONERS <br /> Colm Willis Bill Frith <br /> Kevin Cameron 14621 SW Grandview Ln <br /> Danielle Bethell Tigard, OR 97224 <br /> DIRECTOR RE:Authorization 555-22-002725-AUTH-01 for connection of replacement dwelling to the <br /> Brian Nicholas, P.E. existing septic system at 9953 North Fork Ln SE, Lyons,OR 97358 <br /> ADMINISTRATION Dear Mr. Frith, <br /> BUILDING <br /> INSPECTION An application for an authorization notice and proposed connection of a replacement <br /> dwelling to the existing home has been received.The system's condition was assessed by <br /> EMERGENCY Oregon Sewer and Drain; Marion County Septic visited the site on April 5,2022. <br /> MANAGEMENT <br /> According to Marion County records,the system serving the dwelling that existed before <br /> ENGINEERING the Beachie Creek wildfire of 2020 consisted of a 1500 gallon combination tank, a sand <br /> filter, and 150 feet of serial drainfield (see permit no. 00-00668). According to Oregon <br /> ENVIRONMENTAL Sewer and Drain,the tank and sand filter were destroyed during tree removal and cleanup <br /> SERVICES activities and the drainfield was damaged beyond repair. During their site visit, Marion <br /> OPERATIONS County Septic staff observed the destroyed septic tank, no remnants of the sand filter <br /> which appeared to have been removed during cleanup,and significant soil disturbance to <br /> PARKS the drainfield area, including a test hole dug in the drainfield. <br /> PLANNING According to OAR 340-071-0205(4), a system may only be connected to and placed into <br /> service if the following criteria are met: <br /> SURVEY a) The existing system is not failing—This criterion is met as there is not currently any <br /> sewage flow into the system <br /> b) All setbacks between the existing system and the structure can be maintained—this <br /> criterion is not met based on the location of the proposed dwelling <br /> c) In the agent's opinion, the proposed use would not create a public health hazard on <br /> the ground surface or in the public surface waters—This criterion is not met, see <br /> below. <br /> • <br /> Based upon the assessment provided by Oregon Sewer and Drain and site observations <br /> by Marion County,connection to what remains of the existing septic system would create <br /> a public health hazard on the ground surface.
