~EVIEW COM2~ITTEE REPORT
Marion County Planning Commission
September 25, ]_973

EXHIBIT
Agenda ~tem Noo 3
SPECIAL ~CE~gIO~ CASE NO. 73-31
Piled: August 15, 1973

].o APPLICA~ITS~ Cyril & Marian

FILED BY~
REQUEST~

4. LCCATION ~

Cyril Zuber

To ,~lace a second non-.farm oriented dwelling on a 9 acre
Dar~e]. where an existing dwelling already exists in
an' F-Z0 (Farm Z0) zone (Section 137~230 of the Marion
County Uniform Zone Code) ~

Route !, BOX 123, .Aumsville, on the south side of MR 32
approximately $00 feet northeast of the intersection of
MR 32 and MR $7 ~- Section 18, T9,

5~ LEGAL DESCRIPTIO~ As set forth in application file.

REPORT OF FACTS~ The subject property is gently rolling with the
Salem-Stayton Ditch extending along the north property line and a
drainage way to the south°

The soils on the property are of the Sifton and McBee series which
are considered moderate for agricultural crop production.

The land use pattern of the general area is predominantly agri-
cultural with several smaller acreage homesites existing along the
Marion-Stayton Road.

It is the desire of the appi~icant to locate a mobile home near the
existing c~we!ling to provide a homo for their da.~sh%er and her
children,,

Neither the Stayton Area Advisory Committee nor the County Public
Works Department has any objections to the proposal.

The County Sanitarian is requesting that a soil pit be dug in
the area of the proposed homesite for soil analysis~

REVIEW CO~4ITTEE CONCLUSIONS: The Committee feels that since the
property is marginal for famning, due to both size and scil t~pe
an additional homesite for family care would not alter the land
use pattern nor materially alter the farming activities in this area.

The Committee does feel, however~ that the existenco of the mobile
home on this property should not extend beyond the family use inten-
ded.

REVIEW CO~[~ITTEE RECftMMENDATION~ The Committee recomraends that the
special e~ception be GRANTED for the specific use of the applicants
daughter and children and that any deviation from this intended use
would make the permit void.
