September 15, 1993 <br /> <br />Mr. Bert Stone <br />Marion County Building Permits <br />220 High St. <br />Salem, OR 97301 <br /> <br />Dear Mr. Stone: <br /> <br /> My husband and I are in the final stages of putting a manufactured <br />home on a piece of property in Aumsvill]e; a process which has required <br />us to have considerable contact with the building permit office and <br />various inspectors, I've dealt with Tony, who inspected our storage <br />building and John, who inspected our electrical system, and found the~ <br />both to be exceptionally nice, polite and helpful. <br /> <br /> However, on Thursday, August 12th, st 3:30 PM, i returned from <br />using a neighbor's telephone go find a man I did not know standing at the <br />edge of oer house near our septic system. As I approached him I held out <br />my hand and said, "Hi! I'm . . ." Ignoring my outstretched hand, <br />interrupting my introduction~ and not identifying himsel£, he turned <br />around and began screaming at me that our septic system was not installed <br />to his specifications, that the entire system had to be taken out and that <br />all work on I:he system was to stop. I explained to this man, who was <br />later identified for me as Lee Grimes, that our contractor, Mr. Oharley <br />Hess, had left the site temporarily and that I expected him back at any <br />time. Lee Grimes continued to berate me and said, "I'11 tell you how this <br />has to be done". I said, "Don~t tell me. I don't understand any of this. <br />Tel.[ my contractor". He screamed, "I will tell you". I told him again that <br />I expected Mr. Hess to return soon, and he was free to wait or free to go <br />but I was not continuing our conversation. <br /> <br /> Lee Grimes wrote out a stop work order and tied it to Mr. Hess' backhoe, <br />and was doing some further measurements when Mr. Hess returned. At that time <br />Lee Grimes turned on Mr. Hess and began to scream at him. It was finally <br />ascertained that Lee Grimes ~as looking at the wrong post through his transit, <br />and the system had been installed as ordered. Lee Grimes offered no apology <br />to me or to Mr. Hess for his appalling behavior. <br /> <br /> <br />
