Mar!qn' County

OREGON
COMMUNITY D~'VELOPMI~NT
[DEPARTMENT

NOTICE OF DENIAL:

EVALUATION REPORT FOR AN
ON-SITE SEWAGE DISPO.~AL SYSTEM

August 27, 1992

PHILIP @ DEBRA QUINTON-COX
3746 SW COMUS
PORTLAND, OREGON 97219

SUBJECT:

SITE ~92-450, T=10S, R:SE, S=01
SITE ADDRESS= 165 CLIFFORD AVENUE, DETROIT, OREGON 97342

An evaluation has been made of the above described property proposed for
installation of an on-site sewage disposal system. AS a result of that
investigation, it has been determined that the site specified on your applica-
tion does not qualify for a standard septic system or any of the alternative
systems. The conditions on the site do not meet the minimum requirements of
the Department of Environmental Quality On-Site Sewage Disposal Rules. These
rules are specified in Oregon Administrative Rules, chapter 340, Division 71,
Sections 100 through 600. consequently, this site must be denied.

The principal reasons for denial of this site are related to parcel size and
setbacks. The following paragraphs outline the specific reasons for this
denial.

PARCEL SIZE AND SETBACKS:
1. There is insufficient area on the property for installation of an
approved on-site septic system which will meet the setbacks as
required in the D.E.Q. rules. The setbacks which are of particular
concern are circled on the attached sheet. Each lot or parcel must
have sufficient usable area available to acco~m~odate an initial
and replacement septic system.

ADDITIONAL cOMMENTS=
We can re-consider this property with a detailed field stakeout to
establish whether there may be enough area to construct any of the alternative
septic systems. Refer to the enclosed stakeout procedure for details to
prepare the site for re-evaluation. The property corners and property lines
must be clearly flagged and strung for location. If you choose to prepare the
property for re-evaluation, notify this office of your request in writing and
within ninety (90) days of the initial site evaluation.

The alternative SAND FILTER system appears most likely for re-consideration,
because less drainfield is necessary. The required amount of drainline for
each drainfield of the sand filter system for the proposed three bedroom
residence is ninety (90) lineal feet. The amount of drainfield line for each
drainfield of a standard system for the same residence is 225 lineal feet. The
lines must be contoured to the natural landform surface, configured in serial
distribution, with the drainline trenches limited to 24 inches deep minimum
and 30 inches deep maximum. A list of licensed septic system installers is
enclosed for your convenience. Any of these installers should be able to
assist you in preparing the site for re-evaluation.
