Marion County

OREGON
COMMUNITY DEVI:LOPMENT
DEPARTMENT

NOTICE OF DENIAL~

EVALUATION REPORT FORAN
ON-SITE SEWAGE DISPOSAL SYSTEM

March 13, 1995

DANIEL & JOYCE NOYNACKI
7807 BARBD_RA LANE SE
AUMSVILLE, OREGON 97325

FILE

SI/BJECT: SITE %95-10522, T:PS, R:iW, $:28C, E. PO T/L:2900

SITE ADDRESS: 7803 BARBARA LN SE. AUMSVILLE OR 97325

An evaluation has been made of the above described property proposed for
installation of an on-site sewage disposal system. AS a result of that
investigation, it has been determined that the site specified on your applica-
tion does not quali£y for a standard septic system or any of the alternative
systems. The conditions on the site do not meet the minimum requirements of
the Department of Environmental Quality On-Site Sewage Disposal Rules. These
rules are specified in Oregon Administrative Rules, Chapter 340, Division ?1,
Sections 100 through 600. Consequently, this site must be denied.

The principal reasons
separation distances.
for this denial.

for denial of this site
The following paragraphs

are related to setback and
outline the specific reasons

PARCEL SIZE /LND SETBACKS:
1. There is insufficient area on the property for installation of an
approved on-site septic system which will meet the setbacks as
required in the D.E.Q. rules. The setbacks which are of particular
concern are circled on the attached sheet, Each lot or parcel must
have sufficient usable area available to accommodate an initial
and replacement septic system.

ADDITIONAL COMMENTS:
The proposed well location conflicts with the proposed drainfield sites.
Drainfields cannot be sited any farther downslope than where the test pits are
dug. The shallow depth to a limitin9 layer within the soil profile limits the
slope that the drainfields can be considered to 12% or less. The slope is more
than 12% west of the test pits. We will re-consider the application with a
detailed field stakeout of the individual drainfield lines. I expect that a
different well location will be necessary. Refer to stakeout procedure and the
setback list for details to complete the stakeout. Submit a detailed to-scale-
drawn diagram of the stakeout to our office for re-evaluation.

If you disagree with this evaluation, you may a~peal to D.E.Q. A request may
be submitted to the D.E.Q. for a denial review and they will visit the
property and make a determination on the suitability of your site for instal-
lation of an on-site sewage disposal system. Application must be made to the
Willamette Valley Regional Office of the D.E.Q. within thirty (30) days of
denial notification. D.E.Q. will charge a fee for this inspection.

Call o~r~fl~& 4:30 Monday - Friday if you have any questions.
~. ~RIME~, SOIL SCIENTIST
MARION COUNTY, BUILDING INSPECTIONS
