This relatively small building (5400ft2) is normally not occupied and is within
500' of public restrooms. When the next public restrooms are built it will be less than
200' from public restrooms. This building could be exempted from public restrooms by
interpreting 2902.1 and 2902.4.1 related to not normally occupied and 500' access,
Since public restrooms were not included in the building permit(09-06946) they
were not roughed-in prior to pouring footings and floor. Additionally there is no sewer
service available to this building 2904. There is the possibility that the planned private
restroom could be converted to a public unisex facility. However, it still could not be
operational until sewer service is available.
VI Future Construction
It is important for Powerland and Partner Museums have clear direction on
future sanitary facility requirements. Requiring restrooms in all museum buildings effects
many things, especially fundraising (the cost of some projects could increase up to
100%), space allocation, and capacity of the Brooks Sewer District. APMA suggests the
following be put in writing and provided to all current and potential future Partner
Museums.
1. All new museum buildings, including additions, will be required to
contain restrooms as described in 2901 and table 29-A, 2010 Oregon
Structural Specialty code. * Exceptions could be made for very small
buildings, buildings not fully enclosed or unheated buildings.
2. If sewer capacity does not support additional restrooms, new
construction that requires restrooms may be held up until additional
capacity is provided or construction must include rough-in plumbing
allowing for eventual restroom hookup(2904).
3. Powerland will continue to build stand alone restrooms to serve outdoor
activities and will continue to require portable toilets until such time
permanent restrooms are adequate to serve all events.
* Note that the most likely new buildings at Powerland already include
plans for restrooms. They are:
• Phase II of the Auto Museum (71)
• Truck"administration"Building(10)
• The Fire apparatus Museum(39)
• The Gateway building(58)
VII History of A-3 Museum Buildings at Powerland
This history helps explain why no museum building has public restrooms.
