•
Aron Faegre,AIA,PE 520 SW Yamhill Street Portland Oregon 97204 (503)2222-2546 FAX222-6529 faegre@earrhlink.net
Alternative Methods Appeal for Helicopter Transport Services Hangar,Aurora Airport
October 25, 2011 (revised 11-7-11)
Code Section being appealed:
412.2.6 Fire suppression. Aircraft hangars shall be provided with fire suppression as required by
NFPA 409.
The following additional related code items are noted for context in the discussion:
a. NFPA 409 does not require foam systems when aircraft in the hangar are defueled.
[It is noted that when an aircraft is undergoing major maintenance and overhaul it is
defueled per the standards of NFPA 409 in advance. According to the State Fire Marshal
and the State Codes officials, the reason for the foam is when there are extremely large
amounts of fuel in a hangar, there is a risk of a"pool fire". Foam is not required for
similar auto, truck, or bus storage/maintenance areas because it is believed that there is
not enough fuel to create a"pool fire" requiring foam to fight it.]
b. OSSC 2007 and OSSC 2010 412.2.6 Exception 2 allows any fuelled aircraft in Group I
hangars (i.e. larger than 40,000 sf)as long as door less than 28 feet and no major
41118 maintenance or overhaul is being done on the aircraft.
Proposed Design:
1. Fire water sprinklers upped from normal 0.17 gpm flow to 0.25 gpm flow so that any fire
that might occur unrelated to a major fuel fire is more rapidly extinguished.
2. Place a 6 foot x 4 foot sign on four prominent walls of the hangar that says:
"Not allowed in this Hangar:
1. Doping.
2. Hot work including but not limited to welding, torch cutting, and torch soldering.
3. Fuel transfer.
4. Fuel tank repair or maintenance not including defueled tanks in accordance with
NFPA 409, inerted tanks or tanks that have never been fueled.
5. Spray finishing operations.
6. Aircraft with more than 500 gallons fuel, and not more than 7,500 gallons fuel in all
aircraft in hangar."
3. Require that an up-to-date worksheet always be present in the hangar for inspection by
the Fire Marshal or Building Official that identifies any aircraft in the hangar that has fuel
and lists the quantity. This will force monitoring to ensure compliance with keeping total
fuel load in hangar under item 6 above.
