The
proposal to incorporate (gravelless) chamber leach field technology is not
dir#.ctl~ part of the first phase of the repair propo~l.

The existing seepage trenches average twenty-four (24) inehe~ of soil rover.
The idea was to take advantage of the biology and permeability of the soil
within twelve (1.2) inches of ground level as additional area for effluent
storage, treatment and disposal, The secondary treatment apparatus would be
constructed at an elevation compatible with the elevated disposal trench,
discharging a higher quality of effluent into this zone. A WPCF permit will
become necessary with the second phase of repair. TO attempt any such
improvements later with the existing disposal field would be most difficult
and costly if even feasible at all. Noting that this is a repair, is there not some
flexibility in considering alternatives for soil absorption of treated effluent?

At this point tn time the cost of the WPCF permit reqmrement appear~ to be
counter productive to receiving a cttronic problem. With all due respect, I
would ask for reconsideration for the reasons outlined and in the interest of
moving forward toward a solution to the immediate problem. The alternative
would be to fill the new trenches with additional drainrock to an elevation
within twelve (12) inches of finished grade.
