parcels on the south side of Valley View Rd SE), most of these parcels are relatively small, developed with
residences that would make setbacks difficult to meet, and they are at lower elevations than the proposed site.
Through these arguments, the applicants have demonstrated that the factors outlined under #1 through #6b exist at
this site. The last section of criteria to be addressed is #6c:

c. The applicant shall address the requirements of MCC 17.136.060(A)(1).

MCC 17.136.060(A) (1) reads:

1. The use will not force a significant change in, or significantly increase the cost of, accepted farm or forest
practices on surrounding lands devoted to farm or forest use. Land devoted to farm or forest use does not
include farm or forest use on lots or parcels upon which a non-farm or non-forest dwelling has been
approved and established, in exception areas approved under ORS 197.732, or in an acknowledged urban
growth boundary.

The proposed tower will be located in a recently cleared portion of the parcel. The applicant identified that the
Christmas tree farming operation on which the tower will be located uses helicopters as part of their harvesting
process because of the steep terrain of the property. The applicant addresses that they have the blessing of the
impacted property owner, as they are the ones from whom they are obtaining the lease to establish the facility, and
that the tower wouldn’t create a change in this kind of harvesting activity because the tower will be located within
an existing electrical transmission corridor (visible to the north of the proposal site). The use, therefore will not
significantly increase the cost or change accepted farming practices in the area. Therefore, the criteria are met.

8. Based on the above findings, it has been determined that the request satisfies all applicable criteria and is,
therefore, APPROVED.

Brandon Reich Date: December 10th, 2025
Planning Director/Zoning Administrator

If you have any questions regarding this decision contact Alexander Seifer at (503) 588-5038

Notice to Mortgagee, Lienholder, Vendor or Seller: ORS Chapter 215 requires that if you receive this Notice, it must
promptly be forwarded to the purchaser.
