The Sublimity Fire District provided extensive comments about water supply and water supply requirements. The <br />full comments are available in the file. Applicants are advised to contact the Fire Department directly: <br />ahume@sublimityfire.com or 503-769-3282. <br /> <br />Regarding water supply, this property is located in our rural area and has no existing water supply that the <br />district is aware of. The placement of an additional dwelling would cause the property and existing dwelling <br />to potentially need to update to meet current water supply requirements. Following is the standard for rural <br />water supply. <br /> <br />Required Water Supply: An approved water supply capable of supplying the required fire flow for fire <br />protection shall be provided to premises on which facilities, buildings or portions of buildings are hereafter <br />constructed or moved into or with the jurisdiction. See Appendix D108, “Uniform Alternate Construction <br />Standard for One- and Two-family Dwellings.” <br /> <br />Fire-Flow Calculation Area: The fire-flow calculation area shall be the total floor area of all floor levels <br />within the exterior walls, and under the horizontal projections of the roof of a building, except as modified <br />by area separations (OFC B104.2) and Type IA and IB Construction (OFC B104.3). (OFC B104.1). <br /> <br />Type of Water Supply: A water supply shall consist of reservoirs, pressure tanks, elevated tanks, water <br />mains or other fixed systems capable of providing the required fire flow. <br /> <br />Fire-Flow Requirements for Buildings in Protected Areas without Adequate and Reliable Water <br />Systems: The provisions of Section B107 are intended for use by the fire code official in protected areas in <br />which adequate and reliable water supply systems do not exist. In determining the fire flow for buildings, <br />the fire code official is authorized to utilize the following nationally recognized standards: NFPA 1142 the <br />International Wildland-Urban Interface Code or the ISO Guide for Determining Needed Fire Flow. (OFC <br />B107) <br /> <br />Modifications: Decrease – the fire code official is authorized to reduce the fire flow where the development <br />of full fire floor requirements is impractical based on, but not limited to, the following: type of occupancy, <br />type of construction, location on property, floor area, height and number of stories, yards as defined by the <br />International Building Code, fire walls and the fire-fighting capabilities of the jurisdiction. (OFC B103.1). <br />Increase – the fire code official is authorized to increase the fire -flow requirements where conditions <br />indicate an unusual susceptibility to group fire or conflagrations. An increase shall be not more than twice <br />that required for the building under consideration. (OFC B103.2) <br /> <br />Fire Service Features and Timing of Installation: Where fire apparatus access roads or a water supply <br />for fire protection are required to be installed, such protection shall be installed and made serviceable prior <br />to and during the time of construction except where approved alternative methods of protection are <br />provided. (OFC 501.4) <br /> <br />We require that the engineer/builder for the property owner do an assessment for water supply and provide <br />us with the results and plan for meeting the requirement. The engineer/builder and property owner may also <br />meet with me to discuss water supply requirements and alternatives to meet these requirements. <br /> <br />All other contacted agencies either stated no objection to the proposal or failed to comment. <br /> <br />6. In order to approve a manufactured home/RV under medical hardship the applicant must demonstrate compliance <br />with the specific criteria listed in Section 17.120.040 of the Marion County Code (MCC). These include: <br /> <br />Use of a temporary mobile home, recreational vehicle, or existing building for the care of someone with a hardship <br />may be approved as a conditional use subject to meeting the following criteria: <br /> <br />A. For the purposes of this section: <br />1. “Absence” means that the person(s) for whom the hardship dwelling permit was granted has lived away <br />from the hardship dwelling for less than 165 days per calendar year or less than 165 consecutive days; <br />2. “Aged or infirm person” means the person(s) suffering from a medical hardship or hardship due to age or <br />infirmity that requires care to be provided;
