Repeated efforts to make contact with you on this <br />matter have been unsuccessful because of both our busy schedules· As a result I <br />thought I would write in an effort to obtain needed information in this matter. <br /> <br />First let me acknowledge that all interested parties are of the clear understanding <br />that whatever type of system is authorized here will require a Water Pollution <br />Control Facility (WPCF) permit through the Oregon Department of Environmental <br />Quality. Preliminary contact has been made with the DEQ. in this regard. <br /> <br />As part of the WPCF application process it is necessary to provide a report on the <br />feasibility of the property to support a standard or alternative system. In reviewing <br />the records, the report of denial issued September 13, 1995 eludes to the fact that the <br />tested site may qualify for a sand filter system. A review of the field notes would <br />suggest that soil conditions would allow a sand filter system with the disposal <br />trenches constructed to capping fill standards in equal distribution. <br /> <br />From instructions received from the DEQ. and to avoid additional costs for more soils <br />reports and fees, I am seeking your determination in this regard. From the study <br />conducted would the site tested meet DEO_standards for a sand filter system? If so, <br />what .construction criteria would be necessary in accordance with Department rules? <br /> <br />For the purposes of answering these questions, please consider for the moment that <br />the project does not involve a design flow of 16, 445 gallon per day as referenced in <br />the site evalantion denial report. The CAA and the DEQ are in need of input from <br />Marion County on the question of site suitability. It is my understanding that <br />according to the rules the applicant is entitled to this information. It is understood <br />that this addendum report will not qualify as an approval. Rather it will simply be a <br />a statement of qualification based upon the soil study performed. Please be sure and <br />reference any particular limitations (e.g. setbacks) that are applicable and any other <br />important information you feel is pertinent to the matter. <br /> <br />On the question of type and capacity of the system, we are evaluating flow data from <br />the existing facility in Portland, comparing operations and seating etc. between the <br /> <br /> <br />
