While reviewing our files, I discovered a letter to Billy Wasson dated November 30, 1999 (attached), in which I gave notice that recoverable costs would be incurred for this work and providing some estimates of what these costs might be. It does appear that we neglected to have an amendment prepared to cover this item. To date, the actual costs are lower than the estimated amount. We propose that the actual costs related to the commissioning process as a result of paperwork for the Department of Energy participation, as well as requested improvements from the commissioning agent, be billed using the attached current hourly rates for ourselves and our consultants, plus reimbursable costs (printing, faxing, etc.).
