BACKGROLJND: At its meeting of May 27, 1999, the Board directed staff to retain the <br />services of a consultant to advise the County on security concerns related to the Courthouse <br />Square building. The attached report was prepared by Patrick Donaldson of Forbes and <br />Associates. The report is intended to identify issues of immediate concern. Two major issues <br />aze identified for which staff is requesting further direction from the Board. These issues <br />involve the parking garage and a main lobby reception station. <br />The report also includes recommendations related to the electronic access control system <br />which have been reviewed by Facilities Maintenance staf£ The current system is fully <br />expandable and can easily handle the addition of Courthouse Square. A plan has already been <br />developed to indicate placement of door control units. There are no units planned for the <br />ground level. Access is planned to be through the parking garage. <br />The Courthouse Square Development Team reviewed this report on 8/19/99. It was decided <br />that there should first be clear direction from the Board before spending the necessary time and <br />expense to develop specific design requirements and detailed cost information. <br />Certain aspects of building security which are not of an immediate nature are not addressed in <br />this initial report. Subsequent reports will address these issues. <br />FISCAL IMPACT (Current Year and Yearly Projected for Following Fiscal Yeaz): Fiscal <br />impact will be determined by design of the security improvements and may be within a wide <br />range. The main reception desk is estimated at a cost of $20,000 -$60,000, plus ongoing costs <br />for staff to be stationed at the desk. The cost of staff would depend upon the hours the desk is <br />attended and what responsibilities are assigned. Costs to install CCTV conduit are <br />undetermined. <br />OTHER COUNTY DEPARTMENTS/EXTERNAL ENTITY IMPACTS: <br />OPTIONS FOR CONSIDERATION: <br />1) Direct staff as to which recommendations contained in the attached report should be <br />pursued further including design and cost information. <br />2) Direct staff not to pursue the recommendations contained in the attached report. <br />RECOMMENDATION: <br />It is recommended that staff be directed to meet with the Courthouse Square Development <br />Team to request that a design for a main lobby reception desk and CCTV conduit in the <br />parking garage be developed including detailed cost information. Staff would then return to <br />the Board with this information for final approval. <br />
