~ __=~, Inc. 503 331 1509 P.03 <br />L.~J ~ U'U ~ ~ <br />Marian County, Oregon ' Caurthouse Square Proj ect <br />Security <br />immediate Concet~ns and Construcdon-Related Needa <br />The Marion County, Oregon - Courthause Square Praj~ct presents a number of <br />challenges to the safety and security oF staff and cit~ens while sunultarteously creating <br />opportunikies to insure the well beir~g of all those ~vho use the new fac~ttity and the co- <br />located Salem Area Traxtsit Cent~r. <br />The proximity af the Courthouse Square to the existing Marian County, Oregan - <br />Courthouse further creates challe~ges and opportunities td 'leverage' programs, <br />approaches and resources for the protectian of users c-f the space and its sesviCes. <br />For all intents aztd purposes the Marion County, Oregan - Coucthause Squue <br />Praject design is ~mplete. Construction is well under w~y. Basic securiky iesues were <br />considered in the initial design. However, a formalized 'secur~ty assessment' was anly <br />recently contracted for. Any changes recar~mended at this point ccyuld ir+cur <br />substantial new costs. Special a~nsideration has been made ta bafance out the identified <br />vulnerabilities with the need to eontain msts. <br />Forbes & AssoCiates, Inc. has antiripated, recognized and appraised the security <br />risks of the Marion County, Qre~ox~ - Courthouae Squue Project and has developed <br />the following listittg of the ~ne ia ~ security issues and conae.rns as well as the <br />attendant canstructian related needs. As~the project proceeds to campletion and <br />occupancy appropriate action will need to be initiated to remove or reduce id~ntified <br />security risks. <br />• The Marion County, Oregon - Courthouse Square b'uilding does ~ have a single <br />centralized enhyway, labby or receptian stati~n. The ea-locatzon of the $~lem Area <br />Trutsit Center offices demands two (2) separate main entrances, two ~distinct Iobbies <br />and thus two individual reeeption stations for the building. This is a particu2arly <br />unusual arra~gement for a building and pazticularly a gavernmental public building. <br />This creates a lack of central control ~orp~ rsons entering the building and ac~essing <br />various funetions within the buildittg. Controi of ac~ess, people and their activities will <br />be a daily challenge creating risk for the building and its oocupants. 7'o mitigate the <br />adverse impact of this situatiQn ather systems (lock~, aecess cotttmi, stu't~eillanc'e <br />cameras, duress alarms, staff awareness, training and actia~ witl need ta be enhanced <br />ta pravide the necessary level of security for this type of ac~cupancy. <br />Reeom~nendation: Establish a staffed reception 'desk', area ox presence at all times <br />that the b~ilding is unlocked and open to the public. ~reate a means to monitor <br />security systems in use in the build.ing or on the campus at thi~ locatic~n Deternune <br />who wil] respond to events ar suspicious activities wliile continuing to pravide <br />monifioring af ~eurity systems in the lobby.
