This is a faulty assumption, e~en ~vith a <br />system that is as sophisticated as the Medeco syatem. <br />Recommendatian: A1tllough there is no immediate need to take action discussians <br />should be held in the near future behveen the tenant (Marion County, Oregon) and <br />pregn~ Builders Hardware. The initial assumptions concernin~ hardware function, <br />keying, etc. should be re-visited. lnitial training rnuld begin on key and loek cantral <br />administration. Key and Lack ~antrol software couid be reviewed, selected and <br />installed. Set-up of the system ~ould be made. <br />~ Electronic Access Control Eor Marion Caunty, Oregon - Caurthouse Square is <br />prt~erked ta be an extension of the existing electronic access cantral system in use at the <br />Mariart County, Qregon - Caurthouse,lo~ated $croas the street. It is anticipated that <br />the existi~g controls are capable of operating and maintaining Ehe expanded system. <br />System configuration, enrollment of users, ~ard distribution and 'trouble shoating' are <br />expected to be handled by the existi~g system administrator. Qf concern is the <br />potential af system failure and the impa~t that makes upon both buildiztgs ability to <br />provide acc~ess control and thus security far the buildings. <br />Recommemdation: Uiscussions n~eed to be held with the ~cunent system vendor ta <br />explore issues of expan,.sian, function, and rndundar~cy immediately. Yn addition, it wauld be recommended <br />accommodation be made for substantial expansion of the system over the next five-ten <br />years. Th~e potential for an additianal building on the black raises the question of <br />system expansion. 'I"his woutd not neaessar~ily requice pre-wiring aE all anticipated <br />Iocations but in~tead the placcment of deviees to allaw for zaning af any system <br />expans~an. Of grnater concern, however, is th~ conclusian that the existi~g electronic <br />acCess ~ontmi sysbem will be utilized for the Marion County, pregon - Courthouae, the <br />Marion Caunty, Oregon - Courthouse Square Project, and the Salem Area 'rranait <br />Cente~r. rt is aur conclusion that the electronic access control system in use at the <br />Courthause be eithe~r designed or be rnnfigured to be distinct and separate from each <br />other. 1'he concexn is that the different fuructions of the buildings are significant enough <br />to warrant separate oonirol units. This would avoid the dilemma of both buildings <br />lasing ele~ctianic access control in the event of system €ailure. <br />• CTosed Circuit Television Cameras for surveillanee are anticipated for use on both <br />the exterior as well as certain interior spaces. It has Y1ot been dete,rmined who will <br />rnonitor these images throughout a twe~tty-four hour day. Yt is thought that Salem <br />Area 'Y'ransit staff ~vill moiutar the cameras o~ theitr ar~as of responsibility during their <br />hours of operation. It has not been dete,rmined who will watch khose carneras after <br />haurs.
