Once again, system expansion will be simpler and less expens~ve if <br />conduit is installed now. It is highly recommended khat digitai recording be specified <br />rather th.an videatape recording. Atl cameras shauld be color cameras. Environmental <br />enclosures should be employed for all exterior cameras as well as the parking garage <br />cameras. Tamper resistant enclosures should house al! int~rior cameras. The sy5tem <br />should be configured with a printin$ device that can make duplicates of multiple and <br />single images. <br />• An Alarm System has nnt been spec~fied for the building. Thet~e may be spaces <br />that are either vacant or hald items ~f particular value (~vidence 5tarage} that require <br />xntrusion protection. There is no mentiort of duress alarms for staff to use itt the interior <br />spaces or the parking garage <br />Recommendation: A policy d~termination neecis to be made regarding alarm <br />sS~stenls and in particular intntsian and duress alarms. Cotisultatian with the electronic <br />access eontrol vendor will detennine if the access system controls are capable of <br />'running' the~e alarms ~r if a separate system shauid be obtained. Regardless, the alarm <br />system(s) should be inte~rated with the electronic aceess cdntmt system. <br />Conduit, wiring and devices need to be installed on all exterior doors and openings that <br />provide access ta the building. This will be redundant for those doars and aper-ings <br />controlled by electronic access. ~f greatest concern is the placernent of persanal attack <br />and duress alarms at reception desks, identified vulnerable persons offices and at <br />numerous locations in the parking garage. <br />~ Lighting appears to be mare than adequate for the exterior campus, infierior spaee <br />and parking garage. <br />Reconnmendatian: N~ne <br />• L,andscapting does not create unnecessary or unusual spar.e~ far secreting people <br />or items. <br />Recommendation: None <br />• The Farking Garage provides both vehicular and pedestrian access to th~ interiar <br />of the building. Although a reliminary decision has been made to limit parki~g M <br />Marian Caunty, Uregon an~Salem Area Transit employees there may be times where <br />'mixed use' parkix~g will be allowed. Velticle aacess to the garage is from a single ramp <br />on th~ south side of the c.ampus. Pedestrian access is fx'om art elevator a several <br />stairways. The gara~e extends under the majority of the campus. It will serve a large <br />popul.ation af v~Yucles. Although the majority of the acoess and egress transactions will <br />take place during normal business hours Monday through Friday it will also see a <br />reasonable amouni af activity after-haurs and on week-ends.
