Acrnntmodate a system of <br />persorial attack/duress alarm stations pla~ed 2-t the elevator vestibule, stairwells and at <br />additional tocations within the garage. Provid~e for an appropriate overhead dc>or to <br />secure the garage after-hours artd when certain ~ottditions exist. When the door is in <br />the up positioit the specified gate arm control will be used. There sllould be electronic <br />access control, closed rircuit televisi~n, a mat~an detector to 'detect' pedestrian <br />mov~ment on the vehicle ramp and tvvc~-way carYUnunication at this entry / exit loeation. <br />C:onsideration should be given to audio detectors within the garage to capture sc~unds <br />of duress. The garage concrete should be a light shade to help with visual access attd <br />surveillance. Graphic~ and 'wayfinding' si.gnage are critical for pedestrian safety. <br />~oncFusian: <br />The Maxxon County, Oregon - Courthouse Squue building is unique in that it <br />nwc~s two similar but separate functians. The building has already been design~d <br />wzth~ut benefit of a mmprehensiv~ yecurity assessment. Any changes to existing <br />desigZt and spe~i£ications would incur additioit,al expettse. <br />Na oentral ceception function far the Muion County, Oregon - Courthouse Square <br />building limits the ability to control and isolate access. <br />YCeys and locks are viewed as excellent but the need fur clearly de~i~ed system <br />management is necessary. <br />A determination should be made that the us~ af the existing electranic access control <br />system at the new buildin.g will not create any vulnerabilities if the main control goes <br />'dawn'. The electranic access control system locations should be inereased and capable <br />of further expansion. <br />The closed circuit television system need.s to be designed and capable of being <br />monitc~red at the main lobby as well as ather locations. Flexibility in capturing and <br />duplicatir~g images is desirable. <br />An alarm system should be installed that is capable of both intn~sion cietection and <br />duress functions. <br />Lighting on the campus, in the ga~rage and in the building is b~lieve~d to be <br />appropriate. <br />Landscaping on the campus will nnt create unnecessary risks. <br />The parking funchion is o~ ~oneern but with application of vehicle acress contral, <br />~losed circuit television, duress alarms and proper signage risks caiz be minimized. <br />The preceding recommendaNoru are meant to mitigate vulnerabilities without <br />disrupting d~sign or adding exp~ttse. <br />As th~ procese continues additiazinl recommendations will be made to minimize risk <br />to st~ff, visitors and activitie~ at the Marion Cauttty, Oregon - Courthouse Square <br />building. <br />"T)rafr" (lffill~/99 Fnrhr.g Rt.
