for the safety and security of employees and citizens. The recommendations fall into two broad
categories: 1) administrative controls and 2) physical controls. Examples of administrative
controls include training for employees and clear policies and procedures. Examples of physical
controls are locking doors and adequate lighting.
Administrative controls will be the focus of our program as they are less obtrusive, yet very
effective, if properly implemented and supported by accountability. The two key components of
these controls are the County's program on workplace violence prevention and our emergency
preparedness planning. Each of these existing programs will be tailored to meet the specific
needs of the Courthouse Square building.
Our program to prevent workplace violence includes a written and communicated "zero-
tolerance" policy, procedures for preventing violence, responding effectively to incidents, and
supervisor and employee training.
Emergency preparedness planning will outline procedures for dealing with all types of
emergencies, from building fires, to earthquakes, to bomb threats. Again, all employees will
receive training so that they can respond to any emergency safely.
Training is a critical component in the success of both of these programs and to be effective it
must be supported by management commitment and accountability standards. It is
recommended that the Board make a clear statement in this regard.
In addition to these administrative controls, several "physical" controls will also be put in place.
The following measures have previously been approved and/or are currently in progress:
• "Pull" cable from the Courthouse to Courthouse Square for installation of the system to
control door access ~ ~/y~ L~..a~
• Doors with controlled access have been identified
• Transit District has identified location c ose ' cuit
television) to include the bus m t stem will
record 72 hours at a time, camer ', ounty locations have
ri/ been identified for CCTV ~
~~ ~No building intrusion alarm and preventi n system will be installed ~ f,~
~L ~ `~'~~~
' I~O ~~- ~ ~- ~, ~ i`~'~'f'ti`~/ J ~ ~'~101~ .~ ~'if''"c~
~,• An alcove space will be created in the main lobby to be available should a future ecision 0~
~ / . .
~~~,(~ be made to provide for a main reception/securrty station
~~~ ~Employees will be provided with key card access specific to their work-related needs
~ Employees will be required to carry and display photo identification while on County
~,,~ property
~J • le hone a in s stem will be installed throu hout the building which can be used to
A te p p g g y g
provide instructions in the event of emergency
• A Courthouse Square Security Committee has been formed and will meet on a periodic
basis; representation from private tenants will be added following building occupancy
~~ ~ rJ'~,£~- ~ r~G-~S , W~Qp C~( N tr fi"~ ~t'~~
1-~' a.S~ ~ l c.. ~ T~ O G c-~ l S,
