~ ~ <br />~ <br />~' <br />~ <br />~ ~ <br />~~ ~ <br />U ~ <br />~ <br />~ <br />Y <br />~ ~ <br />RECOMMENDATIONS: <br />The following recommendations attempt to balance public accessibility with the need to provide <br />for the safety and security of employees and citizens. The recommendations fall into two broad <br />categories: 1) administrative controls and 2) physical controls. Examples of administrative <br />controls include training for employees and clear policies and procedures. Examples of physical <br />controls are locking doors and adequate lighting. <br />Administrative controls will be the focus of our program as they are less obtrusive, yet very <br />effective, if properly implemented and supported by accountability. The two key components of <br />these controls are the County's program on workplace violence prevention and our emergency <br />preparedness planning. Each of these existing programs will be tailored to meet the specific <br />needs of the Courthouse Square building. <br />Our program to prevent workplace violence includes a written and communicated "zero- <br />tolerance" policy, procedures for preventing violence, responding effectively to incidents, and <br />supervisor and employee training. <br />~ Emergency preparedness planning will outline procedures for dealing with all types of <br />~1 emergencies, from building fires, to earthquakes, to bomb threats. Again, all employees will <br />v,- ~ receive training so that they can respond to any emergency safely. <br />~ ' i 1 om onent in the success of both of these ro rams and to be effective it <br />~ Trammg is a crrt ca c p p g <br />~~~ must be supported by management commitment and accountability standards. It is <br />recommended that the Board make a clear statement in this regard. <br />In addition to these administrative controls, several "physical" controls will also be put in place. <br />The following measures have previously been approved and/or are currently in progress: <br />• "Pull" cable from the Courthouse to Courthouse Square for installation of the system to <br />control door access <br />• Doors with controlled access have been identified <br />• Transit District has identified locations for the installation of CCTV (closed circuit <br />television) to include the bus mall and the entrance to the parking garage; the system will <br />record 72 hours at a time, camera monitoring will be periodic; no County locations have <br />been identified for CCTV <br />• No building intrusion alarm and prevention system will be installed <br />• No audible evacuation fire alarm will be installed <br />• An alcove space will be created in the main lobby to be available should a future decision <br />be made to provide for a main reception/security station (Transit strongly opposes a main <br />reception station) <br />• Employees will be provided with key card access specific to their work-related needs <br />• Employees will be required to carry and display photo identification while on County <br />property <br />• A telephone paging system will be installed throughout the building which can be used to <br />provide instructions in the event of emergency <br />
