• A Courthouse Square Security Committee has been formed and will meet on a periodic
basis; representation from private tenants will be added following building occupancy
• Parking structure access will be restricted by use of a swinging gate accessed by key card
• Public parking will not be allowed in the parking structure
• Activity at the entrance to the parking garage will be recorded by CCTV
• The elevator vestibule will be enclosed and accessible by key card only
In preparing these recommendations, we reviewed the security measures of other similar public
entities (e.g., Washington County, City of Salem). While the specific measures may vary, these
recommendations are generally in-line with "industry" standards for public entities of similar
size and risks.
Attached to this report is an action plan. It lists each administrative and physical control, the
person responsible for implementation, completion date and estimated cost.
It is recommended that the Board:
• direct staff to implement this comprehensive plan as proposed indicating which additional items
should be included; and
• authorize the County Administrator to identify a funding source(s) for those items not already
funded.
