These include the request by the City of Salem staff to include <br />a detailed breakdown as part of the Form of Proposal filled out by the bidders, and the comment from Pubifc <br />Works which increased the scope of work in the public right-of-way. <br />Architectural Cost Consultants prepared their estimates for the entire projed, including streetscape <br />improvements, on the assumption that we would have a relatively unGuttered bid process and Form of <br />Proposal. The appendixes added to the Form of Proposal by Addendum No. 2 have increased the level of <br />detail requlred from bidders. Based on experience, we are concemed that this may increase the cost of <br />streetscape improvements and may have a spill over affed on the rest of the project. It is also our <br />~ experience that increasing the level of detail at the time of bid, increases the potential for mistakes and <br />adually r~eduoes the accuracy of the requested information. It was always our understanding that we could <br />obtain the level of detail required by City staff, by the process of establishing a schedule of values. <br />The matter of Public Worics increasing the scope of worlc needs to be recognized at this point since this <br />incnease in scope was not accounted for in 50~6 Constructiorr pocument Phase cost estimates prepared by <br />Architectural Cost Consultants. We want you to be aware, as well as the City of Salem, that increased <br />quantities in asphalt concrete removal and replacemerrt as well as ea~lier increases in the scope of <br />signalization are not accounted for in previous streetscape estimates.
