During the <br />construdion document phase, John did ask me to prepare a letter outiining the adual costs, urging me to <br />darify wfiether or not this adivity would or would not typically foRn part of our services. During November <br />and Devember of 1998, the u~+gency of completing construdion documents seemed to be a higher prioMy. <br />1 have again been reminded by my consultants that this issue is still outstanding and, therefot~e, I raised it <br />with you in our meeting on Thursday, April 22, 1999. <br />We remain convinced that oosts ~elating to the value engineering worlc shop are an additional servlce s(nce <br />the real value engineering on this project, in which we had effectively participated, occurred during design <br />development. The value engineering virork shop in late October validated many of our ea~lier decisions. but <br />did divert our atteMion and energy form the task of producing constnadion documents.
