Pearmine <br />ADMINISTRATIVE <br />OFFICER <br />Ken Roudybush <br />Background: On January 24, 1996, the Board approved an exemption from the <br />the county's competitive bidding requirements. The exemption allowed the <br />county to use one RFP process to jointly select the developer, general contractor <br />and the architect for Courthouse Square. Subsequently, on July 31, 1996, I <br />entered into an interim agreement with Mr. Berrey designating him as the "project <br />coordinator." On August 21, 1996, the Board affirmed by resolution, the county <br />to proceed with negotiations on final contracts and agreements necessary for the <br />design, financing, construction and operation of the project. On November 12, <br />1996, the development team met with FTA officials and informed them that <br />additional subcontractors would be selected by using a competitive process <br />whereby bids/quotes would be reviewed by representatives of the 3-party develop- <br />ment team. <br />The project has now proceeded to the point where the development agreement and <br />employment agreement between the parties are being drafted. These agreements <br />define various responsibilites of the parties and define the role of Mr. Berrey as <br />the project manager. The parties are also at a point on the project schedule where <br />subcontractors must be selected to comence abatement and site development <br />work. <br />Procurment procedures: The county's original exemption anticipated that the <br />proj ect manager and general contractor would have the authorization to select the <br />vendors and subcontractors necessary to complete the project.
