Jensen Agenda Item: February 26, 1997
Gloria M. Roy
Jane Ellen Stonecipher
ISSUE: Shall the Board of Commissioners adopt a resolution
authorizing Legal Counsel to proceed with condemnation of
private real property on the Senator Block in order to proceed
with the Courthouse Square Project?
BACKGROUND: The Board has previously approved the Courthouse
Square Project. Negotiations have been under way for some
time to acquire the three private parcels of real property in
the Senator Block. While negotiations are proceeding and the
project manager expects to successfully close the transac-
tions, time is growing short. Plans are underway to begin
demolition of the buildings and undertake construction this
summer. In order to proceed, the county must acquire control
of all property in the Senator Block.
FISCAL IMPACT: None. The county is already committed to
purchasing these properties.
OPTIONS: None feasible.
RECOMMENDATION: Randy Curtis, the project manager for the
county, and Legal Counsel recommend that the Board proceed
with the resolution at this time. The resolution will autho-
rize Legal Counsel to proceed with condemnation should that
become necessary to secure the property.
cc: Randy Curtis, Director of General Services
530 Center Street NE, Suite 312 • Salem, Oregon 97301-3670 •(503) 588-5220 • rax (SUSJ sis-w3o~
