BEFORE THE BOARD OF COMMISSIONERS OF <br />MARION COUNTY, OREGON <br />RESOLUTION NO. q~' <br />A RESOLUTION AUTHORIZING THE ISSUANCE OF REVENUE <br />BONDS FOR THE PURPOSE OF FINANCING THE ACQUISITION, <br />CONSTRUCTION, INSTALLATION AND EQUIPPING OF <br />CAPITAL IMPROVEMENTS AND FACILITIES TO BE USED IN <br />THE COUNTY'S GOVERNMENTAL OPERATIONS; AND <br />ESTABLISHING AND DETERMINING OTHER MATTERS IN <br />CONNECTION THEREWITH. • <br />RECITALS: <br />As the preamble to this Resolution, the Board of County Commissioners (the "Board") of <br />Marion County, Oregon (the "County") hereby recites the matters set forth below. To the extent any <br />such recital relates to a finding or determination which must be made by the Board in connection with <br />the subject matter of this Resolution or any aspect thereof, the Board declares that by setting forth <br />such recital such finding or determination is thereby made by the Board. The recitals, findings and <br />determinations set forth herein constitute a part of this Resolution. Terms used in the following <br />recitals and not defined therein shall have the respective meanings assigned thereto in Section 1 of this <br />Resolution. <br />(1)THE PROJEC'rs. The County is currently considering undertaking the following projects <br />(collectively the "Projects"): <br />(A) THE COURTHOUSE SQUARE PROJECT. The County, the Salem Area Mass <br />Transit District (the "Transit District") and a private developer have undertaken to construct <br />a new multi use facility to be located in the City of Salem on the block where the Senator <br />Hotel currently stands ("Courthouse Square"), said Courthouse Snuare to consist of the <br />following elements: a public transit mall; administrative offices and other governmental <br />facilities for use by the County and the Transit District; administrative office space to <br />
