BEFORE THE BOARD OF COMNIISSIONERS <br />FOR MARION COUNTY, OREGON <br />In the matter of allocat-) <br />ing video lottery funds) <br />to the Courthouse Squaze) <br />project.) <br />RESOLIITION NO. 1 "lSJ <br />This matter came before the Marion County Boazd of Commissioners at a regulaz public <br />meeting on March 12, 1997, to consider allocating up to $459,031 in video lottery funds to the <br />Courthouse Square project. <br />WI-~REAS, the Board of Commissioners has previously taken actions necessary to acquire <br />federal and local funding, including both private investment funds and Salem Urban Renewal <br />funds and, <br />WI~REAS, the county has also determined that in order to insure that sufficient funds are <br />available to provide a 25% match to the Federal (FTA) grant funds ($1,836,125), and to insure <br />that sufficient local funding is available to meet the county's cash flow and exclusive obligations <br />for consultants, relocation and environmental cleanup costs and, <br />WI~KEAS, the Board of Commissioners finds that the project meets the intent and eligibility <br />requirements for economic development based on the following: <br />The project is in conformance with the newly adopted Core Area Master Plan for <br />downtown Salem. The project will refurbish store fronts and streetscapes, <br />provide additional parking for shoppers, enhance retail shopping and add open <br />space (plazas) to the core area. <br />2. The project is a public/private venture that will allow the county to lower the unit <br />cost of the facility without asking for additional voter approved tu~ dollars. <br />3. The transit district has been asked to relocate th~e '' g bus mall o~H'igh Street <br />while maintaining a transit facility in the central co area. The relocarion, to a <br />downtown site, is made possible by the county's participation in the project. The <br />project will provide the district with a new centralized ticket and administrative <br />office together with a joint conference facility and a mo~iern, more ef~icient <br />transit center. ' <br />4. The use of video lottery funds allows the county to insu~ a match against the <br />federal (FTA) funds, and helps to insure a financial partnership with other public <br />
