Pearmine <br />ADMINISTRATIVE <br />OFFICER <br />Ken Roudybush <br />Staff Report <br />TO: Board of Commissioners <br />FROM: Randy Curtis, Director ~2v <br />SUBJECT: Courthouse Square Development Team <br />DATE: June 27, 1996 <br />Background: On May 1, 1996 the County received proposals from Prudential <br />Real Estate Professionals and SABA Investments in response to our RFP to <br />assist in the development of Courthouse Square. The proposers offered <br />financial, architectural, construction and development services to Marion <br />County and the Salem Area Transit District. <br />On June 4, 1996 a 10 person review panel conducted interviews with the two <br />proposers. The panel created a subcommittee to evaluate the two proposals, <br />along with new information obtained in the interviews. On June 21, 1996 the <br />review panel recommended, to the Board of Commissioners, that Prudential be <br />selected as the development team for this project. The recommendation <br />included an understanding that negotiations with the Prudential team would not <br />be finalized until the financial feasibility of the project was determined. <br />Based on this recommendation, final partnership contracts will not be <br />developed after we have determined that: <br />• The project is financially feasible <br />• The method of financing has been determined <br />• The role and relationships of the parties has been negotiated <br />• Federal FTA funding, grants and local commitments have been <br />confirmed <br />Recommendation: Authorize the Director of General Services to proceed <br />with negotiations with the Prudential Development Team for the construction <br />Senator Building • 220 High Street NE • Salem, Oregon 97301-3670 <br />
