November 26, 1997
Testimony Prepared by:
Mike Ryan
851 Leona Lane S.
Salem, OR 97302
Delivered to:
Marion County Commissioners
County Courthouse
Subject:
County Government and the Courthouse Square
My name is Mike Ryan. I have lived in Salem since 1970 and have
been an active member of the community. I have served Marion
County as a member of its Budget Committee for several years.
Commissioners Franke and Heer were members of the Budget
Committee. At the time, Commissioner Pearmine was a public
member of the committee like me. For a majority of the time I was on
the Budget Committee, I was elected as its Chair.
Those were not time of plenty. Quite the opposite. The County
had just experienced a major economic problem through investment
losses. In addition, the entire State was in an economic slump. The
state had been forced to hold multiple special sessions of the
legislature to cut program and service budgets. At the County, we had
to do the same type of belt tightening. It was not easy but together we
did it.
