I have lived in Salem since 1970 and have <br />been an active member of the community. I have served Marion <br />County as a member of its Budget Committee for several years. <br />Commissioners Franke and Heer were members of the Budget <br />Committee. At the time, Commissioner Pearmine was a public <br />member of the committee like me. For a majority of the time I was on <br />the Budget Committee, I was elected as its Chair. <br />Those were not time of plenty. Quite the opposite. The County <br />had just experienced a major economic problem through investment <br />losses. In addition, the entire State was in an economic slump. The <br />state had been forced to hold multiple special sessions of the <br />legislature to cut program and service budgets. At the County, we had <br />to do the same type of belt tightening. It was not easy but together we <br />did it. <br />
