In the subsequent meeting, starting from a draft which had been prepared by one of its <br />members, the oversight committee as a whole woriced to transforrn the majority opinion to <br />proceed with the design phase into a final report and recommendation. Every committee <br />member had an opportunity to join in the crafting of the language, and in fact each member <br />did participate in this process. In staff s view, the doaament is a consensus report of the <br />committee as a whole. . <br />2. The committee's report speaks for itself. In summary, the report recommends that the <br />project proceed Hrith final design. At that point, it is recommended that the policy boards <br />review the designs, the cost of the project and any effects on public services, and make a <br />decision as to whether or not to proceed to construction bidding. ~ , <br />3. The oversight committee report presents a series of other recommendations that are <br />contingent on the deasion being made to proceed forwarcf with design. ~Aany of the <br />committee's "contingent" recommendations were already set to occur, or would have been <br />enaded without the subsequent benefit of the committee's input To ensure adequate <br />attention, staff is recommending that the twn policy boarcls give more detailed <br />consideration to those recommendations and the mechanisms by which the <br />recommendations might be enacted. We are suggesting that the boarcls defer adion on <br />these contingent recommendations to a future meeting and in-depth discussion. <br />4. As the project coordinators, we are pleased to be able to recommend that the Boards act <br />to approve the committee recommendation to proceed with the project We feel that the <br />oversight committee did a thorough job of evaluating ali of the issues, induding the critical <br />questions of need and financing for the projed. Questions raised within the community <br />have been confivnted and answered, and it is gratifying that the answer r+ende~ed by this <br />highy-regarded and capable group of atizens is supportive of moving ahead with the <br />design phase of the Courthouse Square project. - <br />~ <br />Recommendation <br />The following are stafPs recommendations: <br />That the Boards formafly receive the Final _Report of the Special Project Oversight <br />Committee; <br />2. That the Board's authorize staff to take the steps necessary to complete design <br />development and construction drawings for the Courthouse Squa ~~ject; a~ ~ o~ ~~~ ~~,~ <br />~ ~ 7Z RC <br />~ 3. ~That the Boarcfs , individualiy or join~y as may be preferred, meet to review in detail the <br />~~-JCOmmittee's "contingenY' recommendations which take effed foAowing the Boar+ds' <br />approval to proceed with final design of the project, ancf adopt appropriate guidelines and <br />actions which the Boards feel might be r~equired. <br />
