analysis, and, additionally, any other matters and issues relating to the financing, budgeting, and construction of the Courthouse Square project as may be clearly and e~licitly described in writing by both Boards or the Coordinating Team. However, notwithstanding the foregoing, all political and public policy issues and considerations shall remain the exclusive responsibility of the Boards. The Coordi.nating Team shall keep the Committee informed on matters relating to the Courthouse Square Issues. The Committee shall provide its advice, on matters referred to it, in writing (Committee meeting minutes shall meet this requirement). On issues for which the Committee and Coordinating Team do not concur, the respective Boards shall be briefed on the issues involved and shall give direction to the Coordinating Team and inform the Committee of their action on those issues. The Committee may communicate with the Project Coordinators and/or the Board Liaisons of both Boards at any time regaxding matters relating to the Courthouse Square Issues, and shall make reports to the respective Boards as they deem appropriate. Meetings of the Committee: The Committee shall meet monthly with the Coordinating Team, or as otherwise needed, at the call of either Board, the Coordinating Team, or at the call of any three members of the Committee. A quorum (3) of the Committee must be present at any meeting to consider any matter befdre the Committee and provide advice.
