August 27, 1998 <br />To: Board of Commissioners <br />F m: Billy F. Wasson <br />Courthouse Square Coordinator <br />Re: (1) Approve Design Development Phase, and <br />(2) Authorize staff to proceed with construction drawings, specifications and bids. <br />Background <br />Marion County and Salem Area Transit staff have, in accordance with the prior direction of the <br />respective Boards, completed the design development phase of the planning for Courthouse <br />Square. Accordingly, cost estimates have been prepared by an independent consultant on the <br />basis of the design development plans (attached summary). If it is the Board's desire to continue <br />with the Courthouse Square project as delineated by the design development plans and the current <br />cost estimates, the Board will need to authorize staff to proceed with the next phase, which is to <br />complete the construction drawings and specifications and place the project for bid. <br />Facts and Findings <br />The Board, following the favorable recommendation of the Courthouse Square Special Oversight <br />Committee (SPOC), authorized the staff to complete the design development plans for the <br />proposed project. In doing so, the Board also approved the general design and site layout <br />brought forth in the concept designs and the preliminary design development plans. Though the <br />SPOC recommendation was favorable to proceeding with the plans through the bid process, staff <br />asked the Boazd only for authorization to proceed through the design development phase prior to <br />seeking additional authorization to proceed to the construction drawing and bid phase. The <br />Board appointed Citizen Advisory Committee (minutes of 8/24/98 meeting attached), and staff, <br />are satisfied that the design development plans represent the intent of the Boazd, meet the needs <br />previously identified, and meet them in a financially responsible manner. <br />
