for the project.
1. Area eight (corner of High St & Chemeketa St) must be fully delineated.
Soil contamination was found 30 feet in from the corner and was not
completely removed due to curbs and streets.
The work plan to delineate the area calls for four borings: one inside the
curb, and three on the north side of the curb along the parking area. If
contamination is found in any of the three curb side borings then two
additional borings will be done further into the street.
2. Obtain a deed restriction on the property to restrict future ground water
usage. This means ground water cannot be drawn from the block to be
used as drinking water, washing cars, etc. It is a common restriction in
soil contaminated areas. The law firm of Miller, Nash has been contacted
for draft deed restriction language.
3. DEQ shall be notified in advance if the site development or building
design changes from what was submitted.
4. Ensure the existing contamination is addressed during block excavation.
A soil matrix cleanup supervisor or registered geologist must be on site
during excavation. Century West has been contacted to provide that
service during excavation.
David Hartwig noted this is a fine response from DEQ considering the amount of
work done on the block, the level of contamination in soil and water, and the
amount of soil removed from the site.
The delineation of area eight will start after Bruce Scherzinger approves the
work plan and permits are obtained from the City of Salem.
Area Eight Contamination
Maynard Hammer asked if the plumes come back into the site from somewhere
else and if they do what are the implications. Bill Anon noted DEQ is concerned
about what is on the edge of the County property and the impact of
contamination on neighboring property. This is where approval of the work plan
comes in. The plan shows what will happen if the numbers are above or below
established clean up requirements on the edge of the property.
Bill Anon noted the response to Area 8 will take approximately six to eight weeks
to complete. Eric Collins noted the draft plan is completed and is waiting for Mr.
Scherzinger to comment on the fine details, then work can begin.
R.G. Andersen-Wyckoff asked if the project will be delayed while the sources of
the soil contamination is found. Bill Anon noted it is up to Bill Scherzinger, the
DEQ project manager.
Randy Franke asked what contaminants are in area eight? Bill Anon noted the
contaminants found in that area are from older gasoline and is petroleum based,
rather than mixed contaminants. He noted the great deal of work already done on the
site is a benefit to the County.
Billy Wasson noted area eight is part of the north end opportunity site and the
contamination may be an issue for the RFP. It should not impact the
construction schedule for the Courthouse Square office building and transit mall
portion of the site.
