For Special Board Meeting of September 2, 1998 <br />Agenda Item # A 1-4 <br />MEMO TO: BOARD OF DIRECTORS <br />FROM: R. G. ANDER~~EN~.~VYCKOFF, QrENERAL MANAGER <br />SUBJECT: COURTHOUSE SQUARE <br />Issue <br />Shall the Board of Directors: <br />1. Approve the Courthouse Square transit design development plans; <br />2. Authorize staff to proceed with construction drawings, specifications, <br />and bids for Courthouse Square; and, <br />3. Authorize staff to file the final grant application with FTA? <br />Back~rouud <br />Marion County and Salem Area Transit staff have, in accordance with the <br />prior direction of the respective Boards, completed the design development <br />phase of the planning for Courthouse Square. Accordingly, cost estimates <br />have been prepared boy an indepcndent consultant on the basis of the <br />design development plans and those costs have becn incorporated into a <br />revised budget (to be handed out at the meeting~ for the transit portion of <br />the project. If it is the Board's desire to continue with the Courthouse <br />Square project as delineated by the design development plans and the <br />current cost estixnates, the Board will need to autharize staff to proceed <br />with the next phase, which is to complete the construction drawings and <br />specifications and place the project for bid. Also, in accordance with the <br />process and procedures previously agreed upon between FTA and the <br />District, the District must now file its final grant application with FTA <br />establishing its final design and budget for the project, based on the <br />design development plans and the consultants estimates. <br />Facts and Findin~s <br />A. Approval of Courthouse Square Traasit Design Development Plans <br />1. The Board of Directors, following the favora.ble recommendation of <br />the Courthouse Square Special Oversight Committee (SPOC), <br />authorized the staff to complete the design development plans for <br />the proposed project. In doing so, the Board also approved the <br />~eneral design and site layout brought forth in the concept designs <br />and the preliminary design development plans. Though the SPOC <br />recomrnendation was favorable to proceeding with the plans <br />through the bid process, staff asked the Board only for <br />authorization to proceed through the design development phase <br />prior to seeking additional autharization to proceed to the <br />conshuction drawing and bid phase. The Board's Courthouse <br />Square sub-committee, the Board appointed Citizen Advisory <br />Committee, and staff, are satisfied that the design development <br />
