SAMTD Board of Directors <br />September 2,1998 <br />Page 3 <br />2. The Board will again consider the final construction budget upon <br />receipt of the bids and will then be asked for authority to proceed <br />with a bid award and construction contract. Only then, can the <br />construction of Courthouse Square actually commence. <br />D. Authorizatioa to Sle Snal Federal Traasit Admiaistratioa (FTA) <br />Courthouse Square Graat <br />1. The District received three separate grants for the construction of <br />the transit portion of Courthouse Square. All three were earinarked <br />accordingly by Congress. The first two grants have received final <br />approval by FTA and were consolidated into one grant. The <br />remaining $1.836 million grant, by agreement between FTA and the <br />District, r~as not finalized pending any last minute design changes <br />which might be incuned in the design development process and <br />any changes which might be necessaxy in the total transit project <br />budget. By not filing the final grant unt~ now, we are able to <br />budget the grant funds in the appropriate payment categories, as <br />delineated by FTA. Thus, though the overall budget is still the <br />same, the various expense categories have been modified to reflect <br />the actuua~l cat+egories in which we antic,ipate the funds being <br />expended. Doing it this way avoids a len~thy amendment process <br />later. Staff is requesting authorization to now file that final grant <br />application with FTA. <br />Recommeadation <br />The staff reconunends the following: <br />1. that the Board ap~prove the cnnent desit~n development plans for <br />Courthouse Square: <br />2. that the Board approve the revised transit constructioa bud~et; <br />3. that the Board anthorize staff to proceed with construction <br />drawin~s aad speci8„catioas and to bid the proiect; and, <br />4. that the Board authorize and direct staff to Sle the fiaal ~rant <br />applicatioa for Courthouse Square with FTA. <br />Attachments: ACC construction estimate summary (s-24-9s) <br />Minutes of 8-24-98 Citizen's Advisory Committee action <br />Courthouse Square Approvals, Sept 98 <br />3 <br />
