Mr. Hartwig reviewed the letter received from Bruce Scherzinger, DEQ contact for <br />the project. <br />1. Area eight (comer of High St & Chemeketa St) must be fuily delineated. <br />Soil contamination was found 30 feet in from the comer and was not <br />completely removed due to curbs and streets. <br />The work plan to delineate the area cails for four borings: one inside the <br />curb, and three on the north side of the curb along the parking area. If <br />contamination is found in any of the three curb side borings then two <br />additional borings will be done further into the street. <br />2. Ob#ain a deed restriction on the property to restrict future ground water <br />usage. This means ground water cannot be drawn from the block to be <br />used as drinking water, washing cars, etc. lt is a common restriction in soil <br />contaminated areas. The law firm of Miiler~ Nash has been contacted for <br />draft deed restrictio~ language. <br />3. DEQ sha11 be no 'fif'ied in advance if the site development or building design <br />changes from what was submitted. <br />4. Ensure the e~#ing c~on#amination is addressed during block excavation. A <br />soil matmc deanup supervisor or registered geotogist must be on site during <br />excava#ion. Cerrtury West has been contacted to provide that service <br />during excavation. <br />David Hartwig noted this is a fine response from DEQ considering the amount of <br />work done on the block, the level of contamina#ion in soil and water, and the <br />amount of soil removed ftom the site. <br />The delineation of area eight will start after Bruce Scherzinger approves #he work <br />plan and permits are obtained from the City of Salem. <br />Area Eight Contamination <br />Maynard Hammer asked if the plumes come back into the site from somewhere <br />else and if they do what are the implications. Bill Anon noted DEQ is concemed <br />about what is on the edge of the County property and the impact of contamination <br />on neighboring property. This is where approval of the work plan comes in. The <br />plan shows what will happen if the numbers are above or below established dean <br />up requirements on the edge of the property. <br />Bill Anon noted the response to Area 8 will take approximately six to eight weeks <br />to compiete. Eric Collins noted the draft plan is completed and is waiting for Mr. <br />Scherzinger to comment on the fine details, then work can begin. <br />R.G. Andersen-Wyckoff asked if the project will be delayed while the sources of <br />the soil contamination is found. Bill Anon r~ted it is up to Bil1 Scherzinger, the <br />DEQ project manager. <br />Randy Franke asked what contaminants are in area eight?
