Roy <br />Jane Ellen Stonecipher <br />FROM <br />RE <br />October 27, 1998 <br />Board of Commissioners <br />Mike Hansen, Legal Counsel <br />V`~~'r-~--- <br />Intergovernmental Development Agreement <br />Courthouse Square <br />Pursuant to Marion County Resolution 97-53R, dated September 24, 1997, <br />and Transit District Resolution 97-21, dated September 25, 1997, both Marion <br />County and the Transit District have authorized the Intergovernmental <br />Development Agreement. At this time, the Agreement is before you in final form <br />for your consideration. There are no fundamental changes to the Agreement. <br />However, as the Courthouse Square Project has been refined, adjustments have <br />been made. This memorandum will provide you with an overview of the <br />Agreement. <br />Intergovernmental Development Agreement <br />The Agreement defines the project facilities, which consist of a five story <br />office building, an underground parking garage of 258 total spaces, a transit mall, <br />and a joint hearing room to be owned as a condominium by Marion County and <br />the Transit District. In addition to this a portion of the property approximtely 50 <br />feet deep along the Chemeketa Street property line will be offered for private <br />development. <br />The entire project will sit on the Senator Block, which is jointly owned by <br />Marion County and the Transit District as tenants in common. <br />The duty of the parties to move forward with the Courthouse Square <br />Project depends upon satisfaction of the conditions precedent by February 1, 1999. <br />These conditions precedent are: <br />530 Center Street NE, Suite 312, Salen~, Oregon 9730 1-3 670 (503)588-5220 Fax (503)373-4367 <br />www.open.org/marion <br />
