Marion County
OREGON
(503) 58&5212
(503) 588-5237 - FAX
BOARD OF COMMISSIONERS
Justice Edwin J. Peterson, Chair
and Members of the
Special Project Oversight Committee
College of Law
245 Winter Street
March 30, 1998
BOARD OF
GOMMISSIONERS
Randali Franke
Mary B. Pearmine
Don Wyant Jr.
COUNTY
ADMINISTRATOR
Ken Roudybush
Re: Efficiencies from consolidation and co-location
Salem, OR 97301
The SPOC has asked whether the county has considered the efficiencies expected to
be created by consolidating departmeats into one location and how these efficiencies
may affect our personnel needs. (Reference #3 and #14f of the "SPOC March 13
Interim Report.")
The answer is yes, we have. Even before the concept of Courthouse Square, Marion
County's facility planning process identified several advantages of consolidation,
many of which are set out in the 1993 WE Group Facility Master Plan. These were
taken into considera.tion in the original Courthouse Square design phase. As the
design evolved, deparrhmments reduced their initial estimates of space and staffing needs
where adjacency would pernut sharing, for instance, conference rooms and reception
staff. We have not asked department heads to spend time researching how much they
reduced numbers of staff or square footage of space from their earliest estimates. If
Courthouse Squaze proceeds, we expect further efficiencies as the space programming
phase continues.
One of the first consolidations considered, and still a pri.mary example, is the one-stop
property development permit center where a county customer would have access ta
staff from Planning, Building Inspection, Public Works, the Geographic Information
Systems (GIS), Treasurer and Tax Office in one location.
We have already begun merging internal service functions, bringing Risk
Management, Fiscal Services and General Services into a single Department of
Support Services responsible for facilities, personnel and training, payroll, financial
and contract management, risk management and purchasing. As changes are
implemented and further restructuring is planned and implemented, we expect cost
savings in personnel to become apparent. Since this streatnlining of our admin-
istrative structure is just beginning, it is not possible to estimate savings at this time.
Marion County Courthouse . 100 High Street NE .
