March 31, 1998 <br />Memo To: The Special Project Oversight Committee <br />From: Joha Whittington <br />Project Coordinator, Salem Transit District <br />Subject: Transit Square Foota~e Analysis <br />BACKGROUND <br />The question has been posed by the oversight committee concerning the proposed amount of <br />square footage for transit functions at Courthouse Square, relative to the present transit <br />facilities and space nceds. In the words of ths committee's interim report of March 13, 1998, <br />"SPOC is concemed that Transit has not demonstrated a need for the amount of building <br />space it has listed in the program information and has indicated on the plan" <br />The following information is presented with the intent of providing the needed information, <br />and to clarify the space needs of the various functions of the District. Programming of spaces <br />was conducted by the project architect, Arbuckle Costic, based upon the needs that were <br />developed by transit staff. <br />Informatian provided to the oversight committee previously gave the incorrect impression <br />that the District would be moving into spaces wluch would be as much as triple the size of <br />cwrent spaces. While Courthouse Square will provide substantially more room for operating <br />and administrative needs thau is cwrently contained in transit spaces, much of the expansion <br />is related to increases in the size of public areas (waiting room, public restrooms), and <br />expansion in the transit operator and supervisor areas. We expect to see transit ridership <br />increase by 200'/0-300'/0 over the next 25 years, stimulating a need for much larger public <br />areas and significantly more transit operators than is the case today. Administrative needs are <br />not expecteci to increase at anywhere near the same rate. <br />ADMINISTRATIVElOPERATIONS SQUARE FOOTAGES <br />The following table shows aurent space occupancy by District administrative and operating <br />func~ions; what the current need for space is; and, the amowrt of space that will be provided <br />in the present design of Courthouse Square. As may be noted, Cowthouse Square space for <br />a~dministrative services exceeds current nceds by 16%, or 1,400 sq. feet. The customer <br />serviceJoperations area growth at Courthouse Square, compared to cun ent aeeds, is 86% <br />The i6% gowth in space from rurrent administrative needs results primarily from space that <br />is added to the design for growth within the e~risting District functions.
