May 30, 2000
Mike Ryan, Chairnian
Marion County Board of Commissioners
100 High Street NE
Salem, Oregon 97301
Dennis Koho, President
Salem Area Mass Tra»sit District Board of Directors
3140 Del Webb Avenue NE
Salem, Oregon 97303
RE: Cit~~ of Salem Urban Renewal Agency Participation Courthouse Square Art Project
Dear Mihe and Dennis,
It is our ~mderstanding that ~58,000 of t11e Federal funding secured for the Courthouse Square
tra~isit facility is dedicated for public art ~vithin the project. The committee formed by the Transit
District, cllarged ~vith procuring the art ~vork, has requested the City's Urban Renewal Agency
(Agei~cy) to match the Federal fiinds in an effort to enhance and/or expand the potential pubiic
art. This request ~vas initially presented to our powntown Development Advisory Board and
forn~arded to City Council ~vith a recommendation for participation.
As you are a~vare, the Agency, County, and Transit District have entered into a participation
agreement for the Courthouse Square project. Under this agreement the Agency has pledged up
to a maximum of ~2,000,000 for several elements of the project ~vith certain restrictions and
bidding requirements. To date the maximum participation accepted under the agreement totals
51,318,O15. T11e remaining ~681,985 is reserved for severa] items ~vhich remain to be designed
and/or bid under tern~s of the agreement. These item include:
a. Streetscape improvements fronting Chemeketa Street;
b. Weather protection fronting Chemeketa Street;
c. Temporary sidewalk and improvements of the north block area pending its
redevelopment;
d. Removal of transit transfer facility with restoration of street surface and parking
on High Street; and
e. Potential change orders for participation elements.
It is q~iite conceivable that these items will not exhaust the remaining pledge balance. In an
effort to expand the art project, we propose our current agreement be amended reducing the
maximum participation of ~2,000,000 by ~58,000. The Agency could then enter into a separate
agreement ~vith the Transit District for participation in the art project. This agreement would
provide for a reimbursement of up to ~58,000 for the fabrication and placement of public art
ATTACHMENT B
