G~~,e~ ~- <br />THRU: LARRY WACKER, CITY MANAGER <br />FROM: WILLIAMaHEALY, DIRECTOR "~~1~~-~- ~ I ~Z ~~~ <br />COMMUNITY DEVELOPMENT DEPARTMENT ~ <br />SUBJECT: REQUEST FOR FUNDING INCREASE - COURTHOUSE SQUARE PROJECT <br />Issue: <br />Shall the City Council increase the amount of Urban Renewal funding participation in the <br />Courthouse Square project by $247,883? - <br />Recommendation: <br />Deny the request of Marion County and the Salem Area Mass Transit District to increase Urban <br />Renewal funding participation in the Courthouse Square project in excess of amounts previously <br />committed in correspondence dated February 12, 1999 (Attachment B), consistent with the terms <br />of the Intergovernmental Participation Agreement (Attachment C). <br />Background: , <br />City Council has referred to staff for review a letter from Marion County and Salem Area Mass <br />Transit, dated March 29, 1999, requesting the amount of Urban Renewal participation in <br />Courthouse Square be increased (Attachment A). - <br />Commencing in Fiscal Year 1997/98 through the Tax Management Plan (TMP) and the annual <br />RiverfrontlDowntown Urban Renewal budget, City Council pledged up to $2 million for participation <br />in the Courthouse Square project. The types of activities eligible for participation included utilities, <br />traffic signals, streetscape, weather protection, and removal of the existing transit transfer facility. <br />City Council requested that prior to establishing a pa~ticipation agreement the City received detailed <br />cost estimates for the items of participation and other related information. <br />On October 12, 1998, City Council received and reviewed the requested information. Council <br />approved establishing an Intergovernmental Participation Agreement subject to funding limitations <br />on weather protection and other criteria listed in the staff report. Subsequently, the County and <br />Transit District completed plans, bid the project awarding a construction contract, and entered into <br />the Intergovernmental Participation Agreement containing criteria specified by Council. <br />Facts and Findinps: <br />Specific criteria designated by City Council on October 12, 1998, for participation in the project, <br />incorporated into the Intergovernmental Participation Agreement included in part: <br />Construction elements shall be publicly bid in conformance with applicable Oregon la~rvs. <br />Each construction item shall be listed as a separate line item in the bid documents with at <br />least as much detail as contained in the request for funding cost estimate. ~ <br />~Y 0 3 1999 EXHIBIT 2 <br />i . .' . f ~. ~..~ <br />, ~ : . .__ , <br />
