Then in 1978, Kitchell CEM (Capital <br />Expenditure Managers) was formed to provide <br />program, project and construction management <br />services primarily to public seaor clients. <br />During the past 20 years of program/project <br />construction management services, Kitchell has <br />worked in 17 states and managed more than $6.2 <br />billion worth of public seaor projects.
