Pa e 1~ <br />. .. :..:.:::: ..~--.... ......... ......... ...........:.:---..................:::.::::.............::.:.::..:....... :~. <br />From: Billy Wasson <br />To: Mryan; pmilne; rtranke <br />Date: Tue, May 18, 1999 2:13 PM <br />Subject: Streetscape disagreement with City of Salem <br />I have just retumed from the joint meeting with the City and I do not feel it was a very sucessful meeting. <br />The City Manager was particularly combative and does not appear amenable for a compromise solution. <br />I concluded that the best course, my opionion at this moment, is to do nothing but tell the City that we <br />intend to reopen the discussion at the end of the project when we can factually determine if the amount <br />under dispute ($247,000) is needed in the project for the County to meet its' goals in the performa. In <br />other words we may finish the project, meet our goals and still not need the funds. i.e. a win/win for all <br />parties. <br />The other altemative is to arbitrarily enter into an agreement to lessen the obligation of the City to some <br />lesser amount than the $2m commitment. I think this is unwise because we do not know what we will find <br />in the ground that may generate change orders to the project. The other option is to take the amount in <br />dispute from county lottery funds and inform the City of our option and decision to do so. <br />It is beyond me why the City staff are so obstinent and unwilling to live up to the tax management plan <br />agreement of up to $2m for the project??? <br />I have placed a status report on this item on our joint board agenda for Monday May 24th. for discussion. <br />Please advise what, if anything you need further from staff on this item.
