These iwo <br />buildings, and the retail building at the alley at Court, will be removed. The existing <br />Marion County owned on grade parking area at the rear of the Benj. Franklin Building will <br />be aLso acquired for the center portion of this facility, and pazldng will be provided within <br />the new parking facility. Similazly the on grade City-owned parking area will be decked <br />and this parking provided on the upper parking levels. Ingress & egress of buses is <br />proposed to be two way from bo[h Court Street N.E. on the north and State Street on the <br />south. The ezisting alley is not affected, and can remain open to pedestrians and delivery <br />vehicles to the retail businesses to the west of the alley. Buses arrive at passenger islands in <br />a sawtooth configuration, wluch pemuts buses to pull out and clear other buses. An <br />overhead diesel exaust duct system and an energy efficient lighting system will be uutalled. <br />High street is proposed to be lined with retail shops, feahuing a covered shopping azcade <br />or galleria, which also functions as a prunary entrance to the transit mall and to the <br />elevators to the parking levels above. At the south end of the retail row of shops will be a <br />passenger waiting lounge and adjacent transit operalions office. A coffee shop is desirable <br />at this area also, for the convenience of passengers. Four levels of parking are proposed, <br />each level ezceeding 160 car parking spaces, for a total of 400 + spaces. The exterior of the <br />parking stcucture and iransit faci]iry are proposed to be in an architectural style that respects <br />the architecture, window proportions and comice heights of the adjacent Benj. Franklin <br />Building. The passenger islands will be a decorative paving with elegant street fiuniture <br />and streetscape. The entire facility will be accessible to the disabled.
