MARION COUNTY FACILITIES MASTER PI.AN <br />OPTIONS D(1) AND D(2) <br />Both Plans D(1) and D(2) call for the development of a new building to house the <br />downtown Salem District and Circuit Courts and court-support functions, and vacate the <br />existing Courthouse for other (administrative and office) uses. Plan D(1) assumes <br />development of the proposed Tri-Agency Law Enforcement Facility and the subsequent <br />relocation of the majority of the Sheriffs department from the e~sting courthouse (except <br />for Civil and Court Services. Plan D(2) assumes that the Tri-Agency Law Enforcement <br />Facility is not constructed and that the Sheriff remains at the existing Courthouse. <br />^ The existing Courthouse totals 104,323 interior square feet, although a portion of that <br />space is consumed by public circulation and buIlding mechanical and electrical <br />systems. County offices and courts occupy 74,982 net square feet (NSF) on the <br />building's six levels, including a cafeteria of 1,815 NSF in the Basement. <br />Assuming that the cafeteria remained in the existing Courthouse as is, avoiding the <br />need to develop another similar space in the new facility, the department-assignable <br />net square footage available in the Courthouse is 73,167 NSF. <br />In addition to the e~dsting space, the County has the capability to "capture" <br />~ approximately 5,500 net square feet by constructing floor area on the Second Floor <br />mezzanine where it is currently open to the Second floor below. This additional <br />usable space will allow greater flexibility in the assignment of space on the mezzanine <br />level which is currently constrained by only 2,874 square feet of usable area. <br />^ In Plan D(1), construction of the Tri-P.gency Law Enforcement Facility would satisfy <br />all of the SherifPs department requirements except for the Civil Section (2,001 NSF) <br />and the Court Services (2,818 NSF). These rivo sections must remain at the courts <br />location -- in this case, in the proposed new Courts Building. <br />In Plan D(2), the Sheriff's department would remain at the existing Courthouse <br />except for the Civil Section and Court Services, which would relocate to the new <br />Courts Building. <br />^ Construction of the new Courts Building and relocation of the courts and support <br />services will not vacate enough space to accommodate growth of the County, <br />termination of existing space leases and disposal of the Senator and Franklin <br />Buildings. In Plan D(1), the total downtown requirements of 215,899 NSF exceed the <br />available 73,167 NSF within the Courthouse by 142,732 NSF -- that is, 34,243 NSF <br />more than the Courts and related services alone require in 2013. Given the need to <br />maintain the integriry of operations, a more logieal division of space would place <br />113,308 NSF in the new Courts Building and 30,688 NSF in a new office building plus <br />Page 1 <br />
