Given the limited space availability in the existing Courthouse and <br />to maintain department "groups" (see the Facilides MasterPlan Section 9.0, page 26), <br />the existing Courthouse would best fit the "development related services" group of <br />departments: Assessor, Building Inspection, Planning, Public Works, Solid Waste <br />Management since these functions could not be contiguously accommodated in the <br />new office space. To fill out the remaining space in the Courthouse, General <br />Services, Risk Management and Tax would also remain in the existing building. <br />If this is jointly developed as a"Courts/Office Building", we would assume a maadmum <br />0.70:1 net-to-gross area ratio building efficiency, or a total building of approximately <br />205,717 GSF. Construction of approadmately 5,500 <br />additional net (usable) square feet on the Second F'loor Mezzanine level would <br />reduce the space allocation to 91.40%, leaving a minor amount of space for future <br />adjustments in occupancy and flexibility in the assignment of space. Daniel C. Smith <br />and Associates recommends that a minimum of five percent of the building's usable <br />space remain unassigned for such flexibility; e.g., no more than 95.00% of the net <br />space assigned. <br />^ In Plan D(2), the downtown space requirements total 228,473 NSF -- 155,306 NSF <br />more than the total space available in the e~sting Courthouse. The Sheriff's <br />department would require 17,393 NSF by 2013 in downtown; all but 4,819 NSF would <br />remain in the existing Courthouse while the Civil and Court Services functions <br />relocate into the new Courts Building. Under this scenario, the development-related <br />functions would best relocate into new office space,. leaving the existing Courthouse <br />occupied by the Board of Commissioners, County Clerk, Fiscal Services, General <br />Secvices, Housing Authority, L,egal Counsel (except Law Library), Risk Management <br />and Tax in addition the SherifPs functions. <br />If a consolidated Courts/Office building is developed, a total of 156,101 NSF is <br />required by 2013; or 223,001 GSF at a building efficiency of 70% net-to-gross area. <br />If the new courts and office spaces are developed independently . <br />Page 2 <br />
